澳零售外汇交易受重点督管 渐成闭环竞争格局
ACB News《澳华财经在线》报道，较长一段时间以来，澳大利亚证券投资委员会（ASIC）持续关注零售性OTC衍生品领域的金融服务合规状况，包括保证金外汇交易、差价合约交易CFD和二元期权。作为2015年末最后一击，近日澳证投委官网披露，经提出关切后，发行零售性OTC产品的外汇经纪商IronFX 澳洲分公司采取措施，从总部位于塞浦路斯的IronFX Global网站上，及母公司IronFX Cyprus一份披露文件中去除了暗示其某些金融服务受ASIC监管的不实声明。
澳证投委表示，IronFX 最佳不受監管的二元經紀商 通过澳洲分公司持有的澳大利亚金融服务牌照（AFS）仅覆盖该澳洲实体提供的服务内容，不涉及本司法辖区以外的服务及IronFX 集团其它分支。而IronFX Cyprus既未获许可也不受ASIC监管。ASIC委员Cathie Armour表示，牌照持有人必须确保所有营销材料，包括集团内部材料真实准确，不得造成声明发出方就是获授权的产品发行方的印象。在披露方面，散户投资人需要能够从PDS中获得充分信息确保做出明智决定，AFS牌照持有人要保证达到相关要求。
另外，经协商后，IronFX澳洲公司更新了产品披露声明（PDS），增加对冲安排等重要内容，并阐明母公司IronFX Cyprus是唯一对冲方。据了解,IronFX 澳洲公司目前每笔交易都与母公司相对冲，并全部使用客户资金来维持仓位水平。这意味着投资人的追索权仅限于IronFX 澳洲公司实际可追回部分。ASIC提醒投资人要理解合同权利与义务并仔细评估所有相关风险，尤其是理解对冲安排带来的信用风险。
